Sealed bids, in duplicate, will be received by on behalf of West Harris County Municipal Utility District No. 21 at the office of the Engineer for the District, Edminster, Hinshaw, Russ and Associates, Inc., 10555 Westoffice Drive, Houston, Texas until 2:30 p.m., Thursday, December 3, 2009, at which time all bids will be publicly opened and read for the construction of the project:

WATER PLANT NO. ONE RE-PAINTING AND REPAIR
PROJECT NO. 89008-50-10
A Mandatory Pre-Bid Conference will be held on Thursday, November 19, 2009, at 2:30 p.m., at the office of the Engineer for the District, Edminster, Hinshaw, Russ and Associates, Inc., 10555 Westoffice Drive, Houston, Texas. Bids submitted by parties not attending the Mandatory Pre-Bid Conference will not be accepted or opened.
The project generally consists of surface preparation and application of protective coatings to interior and exterior of existing ground storage tank, two (2) hydro-pneumatic tanks, and booster pump/control building. Surface preparation and application of protective coating to generator fuel tank, well head and right angle drive, and all valves and fittings. Repair to the booster pump building to include a built-up roofing system, replacement of three (3) metal doors and frames, addition of all weather awnings over the doors, addition of roof gutters and downspouts, and installation of new exhaust fan. The project site is located on Key Map No. 370-X.
The above described construction will be performed in accordance with plans and specifications and any addenda thereto which may be issued prior to forty-eight hours before the opening of bids. Plans, specifications and bid documents may be obtained at the office of Edminster, Hinshaw, Russ and Associates, Inc., 10555 Westoffice Drive, Houston, Texas, with a $35.00 non-refundable charge for each set of documents obtained.
For construction contracts greater than $50,000, but less than $250,000, the bidder shall submit a Certified or Cashier’s check from a responsible bank in the State of Texas, or a bid bond issued by a surety legally authorized to do business in the State of Texas, equal to five percent (5%) of the total bid amount. For construction contracts greater than $250,000, a Bid Bond, issued by a surety legally authorized to do business in the State of Texas, equal to five percent (5%) of the total bid amount will be required. Make the Cashier’s check, Certified check or Bid Bond payable to the Owner.
The Owner reserves the right to reject any or all bids or to accept any bid deemed advantageous to it and waive informalities in bidding. All bids received after the closing time above designated will be returned unopened.
