West Harris County Municipal Utility District No. 9 is located north of Beltway 8 and US 290 along White Oak Bayou.  In 2007, EHRA worked with the District to create a comprehensive Parks Master Plan, which included recommendations for the development of over two miles of hike/bike trails adjacent to local streets, and within flood control and utility pipeline easements.  The District began implementation of the Plan by prioritizing the beautification of West Road, a major arterial street that runs through the District.  EHRA assisted the District with all three (3) phases of the project. The first phase was the addition of a stone wall along the corridor to help unify the District’s identity.  During the second phase of the project, EHRA designed 6-foot wide concrete sidewalks from Jones Road to White Oak Bayou, including benches, litter receptacles, and pedestrian scaled lighting.
